The book titled Comparative Book of Divorce Causes Included in North Cyprus Law and Turkish Law and written by Fartma Arslan, lecturer of Faculty of Law of Near East University, was published by the Near East University Press.
According to a press info released by the Press and Public Relations Directorate of Near East University, a book focusing on the reasons of divorce included in North Cyprus Law and Turkish Law was first time documented and written by Fatma Arslan, lecturer of Faculty of Law of Near East University. The book involves a comprehensive comparison of reasons of divorce included in both the law of Turkish Republic of North Cyprus and Republic of Turkey.
2015-2016 Academic Year graduates of the Near East University Faculty of Law received their diplomas with a glorious ceremony.
According to the press release issued by the Directorate of Press and Public Relations Office of Near East University, the graduation ceremony was realized with participation of NEU Board of Trustees Chairman Assoc. Prof. Dr. İrfan S. Günsel, NEU vice Rectors Prof. Dr. Fahrettin Sadıkoğlu and Prof. Dr. Şenol Bektaş, Prof. Dr. Vehbi Selim Ataergin, Dean of NEU Faculty of Law, NEU General Secretary Asst. Prof. Dr. Yeter Tabur, faculty members, students and their parents.
The graduation ceremony began with stand in silence and followed by national anthem. Then, Faculty’s second top graduate Aziz Cihan, Nuh Arası, top graduate of Vocational School of Justice delivered speeches on behalf of graduates and expressed their feelings regarding the event.
Prior to the presentation of Diplomas, Sıla Tatlıdil, Chair of NEU Law Club, Prof. Dr. Vehbi Selim Ataergin, Dean of NEU Faculty of Law, and Prof. Dr. Şenol Bektaş, NEU Vice Rector, delivered opening remarks and wished continuing success for the graduates.
Following the opening speeches, the graduates ranking the top of the academic year 2015-2016 were presented their diplomas and decorated with gold medals by NEU Board of Trustees Chairman Assoc. Prof. Dr. İrfan S. Günsel. Then, all graduated received their diplomas.
The graduation ceremony ended with throwing graduation caps with the joy and excitement of setting a foot towards their new career.
Prof. Dr. Cahit Can, teaching member of the Faculty of Law of Near East University lost his life. Prof. Dr. Ümit Hassan, Rector of Near East University, released a condolence message and said Prof. Dr. Can was a leading figure of the Turkish law system and contributed much to the innovations in law system as well as development of Faculty of Law of Near East University.
Academic staff of Faculty of Law of NEU; Prof. Dr. Cahit CAN has passed away.
We, as the Near East University family, would like to express our condolences to all his family and loved ones.
The funeral will be buried following the noon prayer on 19.04.2016 at the Ankara Maltepe Mosque.

Very notable figures involved in Legal and Political arena of Turkey and North Cyprus came together at the symposium on “Overview on Legal and Political System of Turkish Republic of Northern Cyprus” that organized by Near East University Faculty of Law.
According to the press release from the Directorate of Press and Public Relations Office of NEU, the symposium, which was held at Near East University Grand Library Hall 4, was organized by the committee chaired by Prof. Dr. Rona Aybay, former International Judge and lecturer at NEU Faculty of Law. Prof. Dr. Yıldırım Uluer, Dean of NEU Faculty of Law, and Ayhan Dolunay, NEU Legal Adviser and lecturer at NEU Faculty of Law, took place as members in the organizing committee.
The symposium that consisted of three sessions attracted great attention due to large notable keynote speakers. Emine Dizdarlı, the Ombudsman and former Supreme Court Justice, and Fazıl Sağlam, former member of Constitutional Court, delivered a speech during the first session that chaired by NEU Faculty of Law Dean Prof. Dr. Yıldırım Uluer. Prof. Dr. Şükrü S. Gürel, former Minister of Foreign Affairs, and MP Prof. Dr. Mehmet Çakıçı delivered a speech at the second session that chaired by Prof. Dr. Rona Aybay. Lecturer Asst. Prof. Dr. Erdem Aybay and NEU Legal Advisor Ayhan Dolunay were the keynote speakers of the third session that chaired by Asst. Prof. Dr. Sabah Altay.
Stating that they received positive feedback after the symposium, Organizing Commitee member Ayhan Dolunay underlined that the symposium on “Overview on Legal and Political System of Turkish Republic of Northern Cyprus” would be held annually within the scope of NEU’s objective that aimed at moving Turkish Cypriot community to further points. “On behalf of the organizing committee, I would like to extend my appreciations to NEU Rector Prof. Dr. Ümit Hassan, Vice Rector Prof. Dr. Şenol Bektaş and Secretary the General Asst. Prof. Dr. Yeter Batur for their precious support” said he.
We aim to raise confidence in law
Underlining that she had initiated significant works within the short time since she came in charge as ombudsman, Emine Dizdarlı stated that they were exerting effort to raise the confidence of all TRNC citizens in law. “As policy of neutrality is the essence of the Ombudsman Office, we adopt neutrality as a fundamental principle. All applications that submitted or to be submitted to the office will be taken into consideration within this approach and solutions will be sought fairly and neutrally” said she.
“TRNC constitution is very rich in terms of freedoms and assurances that it provides”
Referring to his book which will be on TRNC Constitutional Law and will be published soon, Prof. Dr. Fazıl Sağlam expressed that he had examined TRNC Constitution for a long time because of his personal interest and the studies regarding his book. “As a result, I have concluded that TRNC Constitution is a model constitution in many aspects” said he. He shared his views with the audience in the light of comparing examples.
“Turkish Cypriot Community deserves the best of everything”
Stating that Turkish Cypriot community had political awareness, Prof. Dr. Şükrü S. Gürel shared his concrete proposals regarding the improvement of Turkish Cypriot political system. He underlined his wish for a bi-zonal, bi-communal solution for Cyprus problem.
“The Turkish Cypriot Community is conscious in terms of their political party preferences as well”
Prof. Dr. Mehmet Çakıcı underlined the factors that determined the political party preferences of Turkish Cypriot community and discussed the issue from a psychological aspect. He underlined the awareness of Turkish Cypriots in preferring their political parties. He voiced his wish regarding a bi-zonal, bi-communal solution under the guarantorship of Turkey.
Some improvements are needed for TRNC Inheritance Law
Asst. Prof. Dr. Erdem Aybay addressed to issues regarding TRNC inheritance law and underlined the necessity of various amendments regarding the inheritance law. He drew attention by giving comparative examples concerned with Turkish Law System and inheritance law system.
New bill on citizenship is promising, but we wish it will be revised
Indicating that the law-making body of TRNC proposed a bill on citizenship, lecturer Ayhan Dolunay said that it was a promising attempt to make legal regulations on citizenship within the light of the principle regarding continuous improvement of law. He underlined that a revision was needed before the bill enacted. He shared his proposals regarding amendments by giving comparative examples.
It was revealed that Faculty of Law of Near East University and Faculty of Law of Istanbul Culture University have come together to sign a scientific cooperation protocol; which authorises cooperation in scientific meetings such as; conferences, seminars, symposiums, and workshops, alongside academic staff and students exchange programmes.

According to the press info release from the Directorate of Press and Public Relations of Near East University, the protocol which involves the cooperation between the two universities was signed by Head of School of Law of NEU Faculty of Law; Assist. Prof. Dr. Yeter Tabur, and Vice Chairman of the Board of Trustees of Near East University; Assist. Prof. Dr. Murat Tüzünkan; Dean of Faculty of Law of Istanbul Culture University; Prof. Dr. Bahri Öztürk, and Head of School of Istanbul Culture University- Law of Faculty of Law, Prof. Dr. Durmuş Tezcan.
Assist. Prof. Dr. Yeter Tabur said: “I believe that we will be making a contribution to both our students and to law and justice; as universal values!”
Making a statement regarding the protocol to be signed, Hea of School of Law of NEU Faculty of Law, Assist. Prof. Dr. Yeter Tabur, expressed that the protocol will be beneficial to both parties and added that they, as the Near East University, highly valued law and justice, causing the university to place importance on the NEU Faculty of Law. Furthermore, je expressed that both universities will be using their facilities for the service of the students to provide the best possible education and training in the filed of law. He particularly emphasised that law and justice were concepts which were excepted as universal values, and protocols alike would definitely will be making great contributions to these concepts.

Dean of Faculty of Law of Istanbul Culture University, Prof. Dr. Bahri Öztürk, expressed gratitude to be signing a cooperation protocol with Near East University, as they perceived it as a well-established university. He further added that they strongly believed that full cooperation with the Near East University would lead to positive outcomes.
Prof. Dr. Rona Aybay and Lecturer Ayhan Dolunay presented their law books to Emine Dizdarlı, Supreme State Inspector (OMBUDSMAN).
Prof. Dr. Rona Aybay, retired international judge, and Ayhan Dolunay, Lecturer and Legal Advisor from Faculty of Law of Near East University, paid a courtesy visit to Emine Dizdarlı, the ex Supreme Court Judge, who was appointed as TRNC Supreme State Inspector (Ombudsman) a short while ago, and presented their books on law issues. Prof. Dr. Aybay and Dolunay, stating that they are ready to contribute to studies of law in every aspect, invited Ombudsman Dizdarlı to Faculty of Law to exchange opinions on law issues and give a conference on law issues. Ombudsman Emine Dizdarlı expressed her gratefulness for the visit of members of NEU Faculty of Law and emphasized the importance of contributions of NEU Faculty of Law to developments in TRNC law system.
