Born on 5th June, 1945 in a small village, Beşparmak, in Girne (Kyrenia) district, R. Muhtaroğlu completed his primary school in his home village, his secondary school in Girne and high school in Lefkoşa (Nicosia). In 1976, he went to Turkey for his higher education and graduated from the ELT department, Institute of Education, Istanbul, in 1970 as a language teacher. In 1969, he got a scholarship from the BP (British Petroleum) company and went to Cambridge, U.K. for a summer course.
R. Muhtaroğlu started teaching at Cumhuriyet secondary school in Geçitkale, North Cyprus, in 1970. He went to Reading University, U.K in 1974 for a summer course offered by The British Council.
In 1976 he received a scholarship from The British Council and went to Exeter University.U.K for a one-year Advanced Diploma course in E.L.T and completed his thesis titled ‘Turkish Education in Cyprus and The Teaching of Languages’.
R. Muhtaroğlu worked as an Assistant Director for 10 years in the secondary education. In 1989, he left his position and started teaching in The English Preparatory School at E.M.U (Eastern Mediterranean University), Magosa, North Cyprus. Besides his teaching commitments, he was responsible for different level courses as a Course Leader and was also the coordinator for the Internship Programmes between the E.L.T. department and the English Preparatory School.
In 1996, he started his M.A studies and completed it in 1997. He wrote his thesis on ‘ The Teaching of Spoken English in High Schools in North Cyprus’.
In 2000, R. Muhtaroğlu participated in a one-year study in C.E.M (Certificate in Educational Management) at E.M.U and prepared his thesis on ‘ Training Language Teachers in Primary Schools in North Cyprus’
In the years 2000 and 2001, he participated in the 2nd and 3rd International ELT Conferences at E.M.U and ran two workshop sessions on ‘ Help Learners Do The Talking’ and ‘How Much Does Reading Help?’
