He was born in 1965 in Konya. He graduated from Ankara Gulhane Military Medical Faculty in 1990. In 1998, he completed his specialty in neurosurgery field in Gulhane Military Medical Academy Istanbul Haydarpaşa Training Hospital. In 2005, he started as a lecturer in the neurosurgery department of Ankara Gulhane Military Medical Academy. He was trained in the United States, especially on endoscopic cranial base surgery and endoscopic spinal surgeries, and in Germany on spine surgery, especially on spine deformity surgery. He has been an Associate Professor in 2010. He retired from his duty at Gulhane Military Medical Academy in 2011 and worked at Ankara Private Akay Hospital and TOBB University Medical Faculty Hospital. After September 20, 2016, he started to work at Near East University Medical Faculty Hospital and Kyrenia University, Dr. Suat Günsel Medical School Hospital. Dr. Seçer is currently working especially on spinal surgery, brain tumors, peripheral nerve surgery and pediatric neurosurgery. Also, his special province is endoscopic cranial base surgery and endoscopic spinal surgery. Dr. Seçer had also been a microsurgery coordinator for many years at Gulhane Military Medical Academy. There are active memberships in many national and international associations and groups related to his topics. He worked as a manager in Turkish Spine Association for two tears. He has 40 scientific published articles in international indexed magazines and 15 in national magazines. He has been an editor in 2 national books and wrote16 chapters in national books. He reports 31 presentations at international meetings and 69 at national meetings. He is editor and reviewer of 15 national and international indexed journals. He has served as an organizing committee member, scientific committee member, chairman of the session and guest speaker at many national and international congresses, symposiums and scientific meetings. He speaks English well.
