He was born in 1958 in Paphos / Cyprus. He completed his primary education in Cyprus, secondary education in Turkey at Ankara Bahçelievler High School. In 1981, he graduated with the degree of Architect M.A. from the Department of Architecture, Faculty of Civil Engineering and Architecture, Karadeniz Technical University,Turkey.
He continued professionally as a freelance architect, developing architectural projects and construction site applications.
Starting in the 1992-93 academic year, he took his place as a lecturer among the founding staff of the Faculty of Architecture at the Near East University, Cyprus. He completed his postgradute degree (Ph.D.) at the University of Ankara in 2000.
In addition to his applied architectural designs and published academic works and he has also been an active member in professional organizations such as the Board of the Chamber of Architects and the Union of the Chambers of Cyprus Turkish Engineers and Architects and the High Committee of Antiques and Monuments. He has taken part in the coordination bicommunal projects. Dr. Turkan has also been a jury member in architectural project competitions, as well as a member of organization committee and coordinator for symposium and congresses.
He is still teaching, as an Assist. Prof. at the Departments of Architecture and Interior Architecture, Faculty of Architecture, Near East University.
Dr. Turkan is married to Memnune Turkan (Arch. M.A.)
