He was born on 10 February 1959 in lefkoşa, Cyprus. His father worked for the government while his mother worked for the Turkish Embassy in Northern Cyprus. He has completed his secondary education at the English School Nicosia and finally at the “Türk Maarif Kolejii Lefkoşa”
In 1977, he went to London for further education where he lived for eighteen years. He received his first degree in Industrial Management and later received a post-graduate diploma in General Management at East London University. After his long years of work experience in both public and private organisations he returned to studying and received a Masters Degree in Business Administration (MBA) also from East London University. Later, He embarked on a PhD in marketing at the Middlesex University which he completed at the Near East University where he came to work as a lecturer after leaving London for Cyprus in 1995.
During his work experience in London he worked as a housing manager at social housing projects and also as a language tutor in bilingual skills of the Institute of Linguists at Hackney College. He has years of experience working with Turkish Cypriot and other community groups in London. He was the general secretary of the Council of Turkish Cypriot Organisation in UK. While on this duty, he attended international symposiums reperesenting Turkish Cypriot diaspora.
Mr Ertugan provides in-service training in communications and marketing to public and private organisations active in northern Cyprus as part of his work at the Near East University Life-long Education Centre (YABEM). He has been awarded with plaquettes of appreciation for his work in this area. He has served as the head of technical committee for the International Conference on Environmental Problems of the Mediterranean Regioni 2002 organised by the Near East University. His research interests include market orientation at community organisations.
Curerrently, he works as the Private Advisor to the Founding Rector of the Near East University and as the head of Marketing Department, Faculty of Economics and Administrative Sciences. He is married and has a son.
